When I have some free time I may do some personal investigating to see what I can propose to my management team moving forward.  

That will give you an idea of what they are offering as far as amenities.You might want to see if there is a FB group dedicated to the area to get a feel for resources.Thanks for the ideas-hadn’t thought about a FB group but I’ll investigate.

Perhaps, my 43 years in criminal investigations has made me a little more cynical than most people, but I also find that it makes me check on everything for myself, before I can believe it.

I would definitely investigate the way the property is piped & wired now to see the extent of modification required to get each unit independent utilities, it may not be bad at all or may be terrible.If it's terrible I would see if the local utilities provider has something equivalent to a "RUBS program" (ratio utilities billing system) which bills tenants directly based on usage in proportion to the square footage of each unit.
