In my experience, most tenants will either continue to violate the lease or they will resent the fact you cracked down on them and cause other problems.My recommendation is to get rid of the tenant, clean the place up, and rent it for market rate with a tenant of your choosing and fresh rules.

Definitely providing some fresh perspective and a big help in the decision making process.

If you are below market, this is an excellent opportunity to remove the current tenant and start fresh with people you've screened and "trained" from the beginning.

BTW taking the concrete out and make a nice garden is very expensive do that’s off the table. 

The property is in Wilmington, NC.The house could use some updates, like fresh paint and floors, bathroom update and kitchen countertops.

I don't now what your Lease says or what state you are in, but I'm thinking getting a new fresh Lease may be better.
