Phase I environmentals will be required, sometimes Phase II, and the engineering and inspection reports are big bucks.

Open the windows and call the Bio-Squad, you probably have an environmental clean up business in the area, they clean up any mess and will deal with odors as well as any bio hazard.

We all have our lessons to learn, one of mine involved an oil spill -- talk to me about environmental clean up  : (    Again, thank you for naming names so that folks can steer clear from these programs and listen closely when other "gurus" make similar promises.  

I want the asset (house, land, or other RE less likely to have environmental contamination). 

My environmental science professor would be happy. 

The environmental inspection company did not really provide a suggestion for remediation... however they did mention that it was a potential human health risk.

As @Karen Margrave stated zoning, environmental and regulatory issues make it difficult for the newbie.Some zoning is anti-development. 

The house of course is being sold as is but for an environmental hazard, I didn't know if there were specific rules around that. 

We have earthquake, coastal, environmental, you name it, and plans have to deal with it, so very specific to each lot.
