I appreciate your opinion John, but an actual call to the police would be very important if medical issues arose from not being able to use fans to cool your unit.

You CAN require a doctor's note for ESA's, and I would do some research on online sites that 'sell' doctor's notes for a fee, because these aren't real ones.

This buyer will likely always be going paycheck to paycheck with no ability to create savings to weather any unexpected medical bills, unemployment, etc.
