I pretty much agree with what's been said already - it's probably leaking somewhere in the drain plumbing.There's a chance it could be leaking from the fresh water (hot and cold water) plumbing somewhere.  

Properties are in Phoenix and I understand AC and electricity are essential but I do not know if I'm going above and beyond or delivering minimal services tenants should be entitled to.Welcome your thoughts.

@Sarah Martin When a tenant moves out, California law says we have to mail or personally deliver to them an itemized statement that lists the amounts of any deductions from their security deposit, and the reasons for the deductions, within 21 calendar days.

Regarding notices Yes indeed delivered several for example, notice to to cure the violations which they waived and neglect.
