We like the idea  of hosting international students, rather just renting rooms out, but are wondering how much money if any can be made on it?

If you can find a stable city with a university/law school/college and is also the county seat (gov't employees and interns), you should be off to a good start.

Internal control provisions are arguably more important for this reason.  

If he's Mexican and he doesn't have it, be real suspicious and ask why not.Also, does he have a ITIN from the Internal Revenue Service?

Yes local banks that service loans internally and keep them in house, South star, and Texas Trust bank are a couple I’ve used and had good experience with, they can customize their own underwriting to make loans based on what they need.

There is no such thing as a Cash Flowing Property because it's all about the Investor and what they do with it.SECOND......I have Rules on who can give me advice.1) If the person giving the advice is NOT Wealthier than I am (I don't think there will be more than a handful on here that might be) OR2) If the person giving advice does not have extensive experience in Real Estate Investing (I have been investing for 21 years) OR3) If the person giving advice do not invest in APPRECIATING MARKETS (I invest in Brooklyn, NY which will have somewhat similar returns as yours) OR4) If the person giving advice does NOT have or Does NOT understand HOW to calculate their over all Return using an Internal Rate of Return (IRR)NOTICE, I used OR so if ANY one of these rules answered YES, then the entire advice will NOT be worth it to me. 

Now they are trying to pass laws so there is no risk in working for the Federal Government.I have many friends that are Federal Employees or contractors, and they spend their money on cars and international travel.

Because of this I wanted to know how hard is it to invest in real estate in the US internationally.
