It could be that cell phone companies might have some interest in the billboard if they are installing the new antennas that boost service to users.  

We have probably 15 or 20 tenants that will ultimately be evicted but doing it all at once would be overwhelming both mentally and financially.

You can think of the benefits to your finances, (vacancy filled sooner= more money), family life (you can be focused when on vacation with family and not be distracted by what you still need to do when you get home), mental/ emotional state (the guilt, it can really eat you up), and other areas of your life.

Hopefully this helps to instill a minimalist mentality, where they see that spent money is gone, things do not provide much value to your life, and others that make decisions opposite of how you were taught do not have the opportunities that you will have, mainly due to those decisions.Also, to understand the demand side of the equation, whereby others are willing to rent or buy your space to suit their needs.
