I have things in place with doing the rehabs and a property manager ready to go but I need to make a decision on where the money will come from.

As for the renter, you really need to consider whether the numbers work irrespective of having a "ready tenant".

I don't want to sell it and I am not ready to do a 1031.

My next piece of advice would be to get your finances ready, find a good lender, and be ready to buy.

You need to keep shopping.How long have you had it “In Service “, ready and available to rent?  

Another thing to consider is what it's going to cost to get both units rent ready so you can get them rented out again.

Starting out, it may be simpler to work on the buyer side as you can tap into your sphere of influence and usually find someone who's ready to buy.

Now the amount of properties available are slim, but not sure how ready they are going to be to fight/prosecute you... for having a discounted rent option for "Good Neighbors Next Door"Good Luck on whatever you do!
