You could try to track down the new location of the owner, either by mailing a letter and writing "Return Address Requested" on the envelope, or by getting the current tax payer via the county websites, and then using one of the search sites such as www.zabasearch.com, www.skipease.com, www.whitepages.com.

I don't think there is any regulation or timeline that the bank has to adhere to for REOs, but the only reason I couldn't see a bank liquidating an REO asap is because it is under some sort of lis pendens.

If you have the cash nothing's stopping you from buying with all cash.Just pick a set of 'investment guidelines' as set forth within this site, follow them, and make sure you get a 'good' deal.Clean up your 'terrible credit' and things will get easier.Good luck.
