When filling out the application for homestead it stated that all owners need to be added and that both owners addresses need to reflect the current address or else the application will be denied.

If they don't agree to the increased rent and I would highly recommend petscreening.com as well and an addendum to the lease or they just deny they have one then I would serve them with a notice of lease violation.  

@Beethoven Penalo to my understanding there is no rule that denies a borrower from having a conventional and FHA insured loan at the same time.

I have rented to a few attorneys and one of them sent the lease back with a list of requested changes, which I immediately denied and told him he could rent somewhere else.

I would be interested to know the reason they denied your claim.

1: It should never be unclear why a lender is denying your application. 

In many states, you aren't allowed to deny someone based solely on Section 8 income.
