Like @Sam Elder said above, if you can re-fi and have a lower rate than you are paying on your credit cards (which I assume would be the case), it would probably be a good idea to do so.

With Uncle Sam writing the checks what incentive do they have to improve themselves?

most entrepreneur's have some huge idea like Sam Walton or Thomas Edison, or Alexander Grahm Bell. 

I'm currently buying properties with my IRA, but there's a limit to how many times I can do it within a year without incurring the wrath of Uncle Sam, and my IRA custodian is my middle man.  

@sam I don't have  a budget yet for foundation. as   @Manolo D. said you need soil report and a survey to see how much excavation, cut and fill, concrete and re bar you need. this could be tremendously expensive. however I saw small projects on hillside has been built for $175 per SF but there was not much regrading there.

I'm able to enjoy those, but I thought as an American citizen you would get taxed globally so any benefit you would get in Singapore but get washed out by Good 'Ol Uncle Sam?

@Sam McPeek  My electrician mentioned that they do that for most new construction homes that he works in.
