The worst thing can say is no but you won't be denied.

Assuming of course you are operating your investment as a business.Hobby landlords would probably wait a while then start begging for payment and eventually be forced to start the notification when they finally realise a tenant paying late is abusing their landlord tenant relationship. 

Gay Lloyd is correct, that signed agreements needs to be in place.  1st it helps protect all involved and it can cost a friendship, feelings of abuse and true monetary lost.  

Paint can last 10- 15 years but this doesn't count renters abuse. 

I spoke to several other unit owners tonight and they see what's going on, yet deny they can do anything about it.

Because of that my entire claim after the initial one was denied.  

The last time we denied a tenant and did not accept a parent co-signer, the mother of the applicant got pretty ugly about it. 

There are specific rules as to what constitutes an actual service animal, and, unfortunately, landlord's hands are fairly well tied with service animals, even when someone abuses the system.

Keep in mind that some states will not let you deny rental housing based on source of income in an attempt to prevent discrimination against section 8 tenants.
