I would not trust the tenant to hire a reputable installer.I would also make arrangements for the tenant to contribute to the water bill.

Keep in mind that these programs are often short term arrangements for the agency/client, so you definitely want to get a very clear understanding on the role of the agency in the tenant/clients life and how long they will be around to help them pay bills.

You should also get it in writing that you will be able to immediately start showing the place to new tenants and they should make arrangements to help you out.But depending on who's name the lease is under, you can, technically collect the rent from that party.
