Look at it this way ,  if your friend didnt exist , you would be paying a contractor .

@Benjamin PiferHello, to my knowledge there is no restriction on this as long as the construction was performed by a licensed general contractor and followed building codes/permits.

Okay, full transparency...I am biased...As a 30 year broker, licensed General Contractor, owner of a property management firm, and the owner of 16 investment properties, I think self-managing to save property management fees isn't worth the hassle, learning curve cost or the liability and risk. 

My contractors grab material at will and use text2pay.

I received a barrage of outrageous quotes from contractors admitting to not knowing how to deal with my type of basement (a Michigan Basement).

I would just get a realtor, property manager and contractor involved.

In addition, if the C/O is for 1,  and now will be 2, without the change and approval, the water and electric utility would not furnish you additional meters.

I’m wondering what the difference is going to be for the electric bill, assuming the same sq footage.
