It sounds to me that your tenant and his GF are either abusing substances, mentally ill, or both.Hire an attorney. 

Not only that, they abused the privilege by allowing their friends to come over and wash.

The hardwoods will stand up well to constant tenant abuse so don't cover them up with carpet which will need to be replaced after every few tenants.

COTS is very powerful, if you had an issue with the tenant, you would be going against a Civic Non-Profit with an unlimited checkbook, and the issue of kicking potentially abused women and children out on the street.
