If they have a clean-as-a-freshly-bleached-white-sheet record and 700+ credit score, then odds are the check is  good.

The purpose is to ensure the property is being delivered in the condition it was presented at the time of contract/inspection. 

Home I'm looking at has tenants on a month to month lease but seller will not gurantee to deliver home vacant.

In my experience, you will need to remove the current tenant and get a fresh one in.I have raised people a lot, but it rarely turns out well.

If that renter leaves, you can start fresh at whatever rate you want.I would try to convince the tenant to leave.
