you can do this instead of having the inspection as a contingency.Either way I would suggest that the water in the basement shouldnt be left as is, and is likely a repair in 5 digit numbers at least,  Im guessing you wont have the reserves set out for that large repair off the start since you dont have 20% or 25% down

Most liens get redeemed with either the owner keeping the property or the mortgage lender protecting their position (which they must do or risk losing their security interest in a foreclosure).The only thing I've seen individual investors without the big money be able to do is invest in a few sewer and water liens for single digit interest.
