SHRA closure due to covid 19 has further delayed activation and I have not been paid for 6 months.When I call Sec 8, they tell me to leave a voicemail and send an email to the person handling my account but no response.Should I fedex my documents again to get their attention, get my tenant to talk to their caseworker to contact the person handling my property?

This may cost you more upfront, but the upgrades should give you maintenance-free (or at lest minimal maintenance) for a good number of years.
