It is something like P/E ratio for a stock. 

I would try to contact them via e-mail to avoid the hassle of trying to make international calls (and paying for them).

If a preliminary title search I conduct via a public record search shows anything remotely shady, I order a lien and encumbrance (L& E or O&E) report from my title co to be received by e-mail for $80.  

Maybe it is using a certain lender whose preapproval letter carries more weight than other lenders.
