We filed prior to Apr 15 and got a refund already so I don't think there is a general delay. 

I am minimally looking to create a LLC for each flip and move the flip to an S Corp should I decide to the hold the property long term. 

Get the education you need so you can minimize the mistakes that are part of any business.

I would manage the 3 other units myself, cap ex and repairs should be minimal since it’s new construction.

Retail seems OK, but I would expect issues soon if you are selling into the lower price points - the target market might work in hospitality, entertainment, or other sectors hit hard & recent job losses I think will hit the lower end market first.Investors are holding off - I am seeing wholesalers dropping prices and hounding me when I couldn't get one to return an email the first week of March.I think prices in real estate will drop over the next 3-6 months (maybe longer as foreclosures will be delayed). 

And make sure this request isn’t happening in conjunction with some delay receiving documentation

This helped me minimize exposure. 

So if you called the plumber right away and they are booked, or needed to order parts, or some other issue causing a delay - then you are within your zone of taking reasonable action within the interpretation of the law.
