Painter, have them apply Kilz  original  oil based, then paint the house, and have the floors profshionally steam cleaned.

in fact, $1,000 gives me control of 42,000 gallons of crude oil.  

Whether it be not changing the filters, or over running the units constantly. 2-4 Years is way to long of a gap to be letting your systems go with out a check up or a maintenance.Would you go 2-4 years without getting the oil changed on your car?

@Michael Barbari It seems so much more Common to find a deal like that out east, or in bigger cities. seems like all these 60k to 100k population oil towns I live in are over $100k a door when it comes to multifam.

Seems odd that the oil crash is having an impact on values so quickly since it's only been a few months of downward pressure on oil pricing. 

The steps he recommends:1) carefully peel and/or cut off any peeling or damaged spots. 2) use lightweight joint compound or one time spackle over the damaged areas, let it dry3) sand the damaged areas to blend in.4) use a high quality oil based primer over all of he wall paper.5) paint over primer with two coats of high quality latex paint.Good luck!
