That should tell you something, the rural area may not be  a problem but the Manufactured Home Enviroment is Not going to bring your property up, it will bring it down.

I have noticed an area where the houses are manufactured but the lots are 5000-6000 sq ft, the same size as typical lot in the Denver suburb.

The answer to your question is that the SAFE Act does specifically apply to any loan offered to a secured by a dwelling to be occupied by the borrower, regardless of whether it is a manufactured home or stick built, personal property or real estate.
