On physical inspection all of the electrical panel had been stolen, all the wires cut out of the attic, water heater, and air conditioner as well. 

My question is:Would you upgrade the electric to accommodate an air conditioner?

Lower income tenants may not be interested in c/a as it will increase their electricity bill and rent if you charge more.

Does anyone have any experience getting FPL (Florida Power & Light) to turn on power for an inspection on an REO?
