If the issue is that they are overworked, then that should be addressed as a city in their budget and shared amongst ALL owners (not just landlords) as part of a property tax assessment.The issues of "noise", "parking", and other civil complaints can and should be enforced by our law enforcement officers.

Gently speaking I think we are reaching diminishing returns.Focusing on the problem at hand the group has generated several viable options that her brother can explore.I would say that keeping it civil with the landlord and avoiding legal threats will probably help get to a solution faster assuming the landlord is a decent person.
