Also the county just passed a 5% tax on airbnb rentals (legit ones or not) so that's an added incentive for the city to well... not care that much about listings that are not certified.

When you get into some of these poor communities you'll find yourself super aggressive and difficult tenants but you'll also find some folks who will do what anyone whom they perceive as an authority figure tells them to do without much thought as to whether or not the person was legit or not.

Would you search or go through bidding platforms to find the right contractor? 

What we have done is use an online platform, call center, and merchant/payment processing company who have made our lives a lot easier.

Depending on the platform you may not have a choice.When Irma came through I thought I wasn't going to get any bookings for a while but we ended up getting a 5 day booking from an out of state contractor that was here with a crew helping with the recovery effort.

One of the big takeaways from it is that you start have a legit plan for saving money.
