The Electrical and HVAC permits will be done/ pulled by the Electrician and HVAC contractors.

I have my residents call my plumber, electrician, HVAC etc, directly to schedule the service call.

Three years ago my insurance company demanded that I get a licensed electrician inspection

For me, my team consists of a realtor, property manager, handyman (for small repairs), plumber, electrician, lawn maintenance, flooring people and even a small construction outfit for those bigger jobs.  

FYI: I was planning on doing the plumbing/Sheetrock/demo myself, but hire a licensed electrician for any electrical work. 

If something looks "old" don't be afraid to give a plumber or electrician $100 to look at something.

For example in my area Sheetrock is $25 per sheet hung and taped, roofing is $300 a square installed, electricians figure one hour per device, framing is $1 per square ft.

You will need a electrician to look at the meters to see if they can be split.  

And after that, you got a great plumber/electrician/handy man for all your future investment needs.

But I think in the long run it's worth itMy team has a code, the tenant has their code and then when someone like an electrician, plumbing company come in we just give them a maintenance code.
