The Legislature's intent was to help prevent homelessness, but I only see this as increasing costs and reducing flexibility.

Now there are a couple of neighborhoods where I've sold more homes than any other relator and have a pretty good database of potential buyers and perhaps renters who could be buyers.

It's important to know and consider the max rent potential, cost of rehab, and municipal requirements (rent control, registrations, inspections).

I see many town home new builds have this feature but likely because it allows higher density/lower cost of land since many lack yard area but the rooftop allows an outdoor feature. 

Costs are very high, but uncovered spaces aren't renting for that much (we're a frequent visitor to New Smryna Beach btw).
