Having said this, I've talked to multiple people that have said, the blame is likely on the tenants for bringing them in as bed bugs are usually brought to a property (usually from hotels or prior dwelling).

unfortunately, in Texas you are not allowed to remove any product with asbestos without hiring a licensed abatement consultant, unless you are an owner occupant and the property is 4 or less dwelling units.
