If you never served the Summary Process and they have already moved out owing you back rents, then this turns into a Civil Case, you are taking them to small claims court.

I am going to go by everything that is agreed-upon in the lease, other than that I will just go file a claim in civil court.

Civil cases are always drawn out, intentionally delayed, and costly.

Assuming you do need new infrastructure, you would speak with a local civil engineer to help you navigate the process and the requirements.  

Sorry, have very little knowledge of structural/civil engineering. :) Are the foundations bad because of floods?
