If she had propane and the furnace was broken , the stove top or oven would provide heat ( my electric was off this week thats what we did turned on the stove) .

But he also does what you probably need to do he upgrades the units.. he like's his property to be very well maintained and attract best tenants other than other landlords that just do the minimum and usually attract lessor tenants..

Good , no breaks , probably a broken water main , called the neighbors and they had water .
