I have found that restoring the original sash with brass weatherstripping with storm windows where caulking and everything is tight should satisfy the commissioners and create a pretty good air/wind barrier.

That plant spews ash in the air and every morning when you want to get in your Mazerati, it is covered in soot from the power plant.

Capital expenses are things like the roof, new windows, new mechanicals like boiler or air handler. 

@Ben Magee - I agree with all your comments and thought that this would be a great new business model in California with the passage of new state law on January 1, 2020.In reality, it has not panned out. 

Ironically air conditioning is not which many here would differ
