I recall reading that you were given the wrong location (address) for one of the bootcamps, and that you employed reasonable efforts to mitigate damages (i.e., you immediately called the guy telling him nobody else is there, trying to find out where to go).  

If I raise the level of the site 2 feet so it mitigates the floodrisk, then will that allow me to develop on it? 

Your job is to mitigate that risk by doing your homework on any investment vehicle to ensure it fits the criteria and level of risk YOU can handle to still sleep at night!

Everything is cyclical, you would just want to mitigate your risk of the fixed rates not adjusting downward.  

You do have to recapture the depreciation at the sale but their are ways to mitigate taxes but you would need to consult your CPA.  

Electricity costs are definitely high, but you can mitigate that by being as energy efficient as possible with mini-split systems or better insulation/windows if your budget allows. 

It can be changed to mitigate the collateral damage of crashes but that kind of change has to happen way before a bubble happens.
