I have done very little wholesaling attempts, but I can tell you 1 person contacted my from a mailer via facebook and 2 people said they did searches for me and found my facebook page.  

Administrative law often looks more to the intent than the written word and agencies are charged by legislative bodies to interpret the law and apply that interpretation.

If you cater to these people now, wait for them to come up with more extreme proposals that affect you directly.Also, if people don't like rentals, they should attempt to deal with the behavior they don't like: not mowing lawns, parking too many vehicles, etc.

If they make an attempt to rent the house out at a high rent and cannot, could they then sell the property and pay long term capital gains?
