I imagine the company would not take them down unless out of spite as they aren't worth anything to the billboard co- not like they are electronic Vegas light up ones. 

You'll want light and heat for showings at a minimum. 

Paint color is a personal thing but I prefer an off-white or light tan, but it's easy to get the wrong tan.

On inspection, the main floor living area looked normal and fairly neat, but when I opened the door to the basement and turned the lights on, all I could see was about 5 foot deep garbage filling the entire basement.

@Edgar Sulca  I don't have the breakdown for the windows itself since the handyman was also replacing a light fixture and doing some work in the bathroom.  

Finish the look with updated lights, potted plants on either side of the door, and a new, high-end knocker and handle.

When I called Baltimore Gas and Electric (BGE)  a few months ago (do to my suspicion) they advised me that the lights were in fact on legally but could not disclose the name of the individual who's name it was in.
