I am contemplating making it really nice like a cobble stone surface or pavers.I have about 1 mile of road to improve, which might give me some economies of scale.

Rule #1 - you can't "sanitize" a dirty surface.. pouring bleach or disinfectant/sanitizer (of any kind) on poo doesn't make it sanitary.

Sewer, water supply and drainage are huge issues.
