Evict, light rehab and then put up for sale or rent at market price which I would hope is higher than 12k.

I had a 48 unit bldg with no power for 4 days after high wind almost tornado storm.. it was summer but the heat is almost worse,, we ran extension cords with generators to light halls and tenants just realized we were doing the best we could..

Meaning you rehab the space with new or renovated HVAC, plumbing, lighting, roofing etc.

To their credit, a I noticed a few improvements had made on their dime (new exterior lights were installed and  motion sensored).
