The bad side to this would be higher interest during the rehab phase and more potentially more closing costs since I'll be refinancing two properties.Since this is my first time having to get a little creative on financing I just want to make sure I don't set my self up for failure.

No need to expand on why etc that just opens up more opportunity to challenge the reason.Same thing here, she's disqualifying the tenant based on their failure to  transfer utilities into their names.

I use: Owner is not responsible for items damaged by the failure of the appliances or the supply of water/gas/power to those appliances, including but not limited to the loss of food.

Deferred maintenance is often a simple/cheap (relatively) fix, but neglect can be the cause of major systems failures or issues, which can destroy your returns, so be sure to have a very thorough inspection.
