IDK if the police ever caught who did it, but they had a scumbag renter in their who trashed it, and if I had to guess I'd say it was him. 

City finances are a concern if you look at their CAFRs, and that may result in issues with future city service levels: police, street repair, etc.

Last night there was a disturbance in the upper unit and the police were called at 3am.

I've even heard things like, if the police are called its an additional say 50$ or 100$ (your choice) on your monthly payment.

So when you do month to month and say you want your tenant out after the month lease expires, do you still need to do the eviction process still or because they arent in a lease you can call the police and have them removed for trespassing? 

You probably would have a hard time getting a police officer to make an arrest so keep that in mind.Never discuss the return of the SD with the tenant unless required by law.

Call the police and have him removed if they will do it.

Talk to the police officers that have to respond to that area.
