Is non-grounded wiring/outlets something to be concerned over with old MF buildings?  

Also, having to have a handyman come back to re-install the smoke detectors they took down while painting and replacing face plates in a high end rental where they painted over all of the outlets.

You need to have it in your name and should do it at least a few days early so you can protest all the outlets and electrical items before the inspection.  

@Joe Splitrock and @Zack ThiesenFire.The local requirements to get a C of A are pretty standardized across the greater city: third-party electrical inspection, carbon monoxide detectors on every floor, smoke detectors in every room, GFCI outlets in bathrooms and kitchens, shielded external outlets, fire extinguisher in the kitchen.

I'm glad it worked out for you, I hope she does leave in a timely manner and doesn't damage anything on the way out. 

They also didn't remove any outlet covers or switch covers before hand (what is painter's tape?????)

I would make sure it's not the outlet first.

We are changing panels and adding one more, switching to GFCI outlets, etc We will have a temporary hookup after the village inspection and before the power provider's inspection.
