Then I would immediate drive through every street in the area and write down the addresses of every new construction, in progress (then you can get builders contact from permit, if in front of house) or recently built homes.

I generally look at and calculate: Cost of land, plus construction cost, plus permits and fees, less vacancy and cost of funds (etc).

Your roofer should also be able to provide documentation stating it isn't born 3 layers, as his license wouldn't not allow him to install a 3rd layer (should be permitted and the town would balk at a 3rd layer also).This sounds frustrating, but these items are negotiations.

What completely made me walk from even considering the Allentown boundaries was hearing the city rental inspectors (yes, there really are "non essential government employees") yammering on about the importance of having a LICENSED plumber change a water heater in your rental.... after you have paid your poundage to the city inspection department for a PERMIT to change such water heater, and then have it INSPECTED for the purpose of a STICKER on the appliance.... all in the name of safety!
