Many small time rehabbers have limited skills and/or small attention spans for making offers.

Everything has a life-span (from air conditioning systems to refrigerators to roofs).

Also, the time limit can be super stressful (I've done two in the last 14 months and the second one nearly shortened my life span).

I wouldn't really buy any property just because over a span of 10 years it will make money.

The argument is that although this offers protection to renters as far as how much their rent can increase in a 12 month span, it has some negative affects with regards to prospective investors and landlords. 

My area it is $6 sf to replace with lvp. assume 1200 sf of flooring. 1200 sf * $6 sf= $7200/ 10 year life span /12 months in a year= $60 per month with one item.
