My opinion is that Nevada (Reno or Vegas area) is a great market - kind of looking at that area myself, close enough for short flight or drive there.

An easier route would be to convince him to go in on the short term rental together in a partnership. 

He bought a home for himself in Lodi California but work in the Bay Area long story short he can’t deal with the commute anymore and decide to stay with a buddy close to work.

That's right and wrong.There's a housing short, where it counts.

I think they are the most critical piece of the puzzle when investing from a distance.
