I am not sure as I have not done business in Fort Lauderdale but I assume he talking about licensing with the state DBPR - division of hotels and restaurants. 

I heard of a hotel that places little signs under the beds that read, "Yes, we cleaned here, too!"

I'm now planning on growing via small hotel/motel projects and overlooked  non-hospitality commercial. 

You are effectively operating a hotel.

Hi - for Orlando, bedroom count is usually key, as this area serves multi-generational families in larger single family homes.Look for a good HOA resort zoned for short term rental (ie Windsor island, solara, reunion, encore, Storey lake, etc) and depending on the size of home, most will come with in ground spa/pools, with the exception for the majority of margaritaville units.We do manage some townhomes with a hot tub, and it does well ($75 per month to service a hot tub), but beware as an investor that guest nightly rates for townhouses and condos will be much lower than houses, as you are starting to compete with hotel chains when you start talking about 2 or 3 bedroom investments. 

ADA is a bit different - If a business such as a hotel normally charges guests for damage that they cause, a customer with a disability may also be charged for damage caused by himself or his service animal.We have had 2 service animal guests.

There are more moving parts between cleanings, reviews, keeping inventory of a furnished place, bookings, new people every few days, people not understanding the difference between an airbnb and hotel etc.

It is a personality type.This is also why when I stay in hotels I choose Hilton properties so I can bypass talking to the front desk and use my phone to check-in and open the door.
