Given the other option is massive evictions, foreclosures, and a ton of friction to the system, if you do believe the economy may bounce back quickly, the cost of these concessions is likely to outweigh the social cost of evicting and foreclosing en mass.Sometimes one's individual rights being trampled are a sacrifice for a greater good.

I suspect that social distancing is here to stay for a year to a year and a half and quite frankly hotels/short term housing and retails/restaurants likely aren't able to last that long.
