It would make sense for them to frame the house, they are already there and they have to support the structure as they bring it down.Maybe they can even consult with the client on what to build, and how to build it cost effectivly and after that they can  facilitate with the permits.

Keep it simple, and offer with them paying their normal fees, as most offers they are comparing against will be structured that way.

I've got a number of investors working as agents in my firm, because we offer a very nice commission structure for investors/agents.  

I own a property where the structure is 1.3 feet above the base flood elevation, but the lender still requires flood insurance because part of the property is in a flood hazard area.  

I think in this context HML/PML is omitted since they are a slightly different structure.
