I couldn't understand why after a week of stalling with me he wouldn't simply let me see the home and make a offer.

As to negotiations, well, that's horse trading, you may know what the investor has in it, but that may not mean much, the price will likely be what it's worth.  

I like to ride horses, garden, hike, and make artisan hand crafted soaps.

I fell off the horse but would not discourage anyone from trying the program.
