Any advice for finding / approaching owners for off market deals? 

In our market p,umbers are crazy expensive but clearings are quite reasonable.  

I'm wondering if investors/agents are seeing this in other markets as rates come down.

I'd recommend doing some research into the markets.

The problem here is it takes 6-8 weeks to close, and in the LA competitive market, that is too long to be competitive with other bids.

I like easy, relaxed inspectors who do not seem to be on a power trip.By the way I got tagged for unpermitted mini split in Escondido.  

@Hares Najand in a lot of markets including mine it is customary for the landlord to pay the water and sewer bills.
