This is where I'm looking for some actionable advice, if possible. 

When we have someone move into one of our new constructions before their loan is ready ( to accommodate them not having to live in a hotel) we then have them release EM and sign rental agreement. but even that's a risk because if they holed up it could take 90 days to get them out. as you probably know suing someone is very time consuming and expensive.. would it not be best to just resell.

Because in California,  nobody can record a "notice for pendency of action" in a quiet title case unless they have the judge first approve it.

Now the investment on the houses is solid, I just need the loan and am willing to accept the 4-6% interest rate that comes with investment properties.What is my best course of action to ensure I get the mortgage in a month and the deal finalized?
