Unfortunately, rehabbers in this area are going all-out for kitchen remodels so you better have new cabinets, granite counter tops, backsplash tile work and stainless steel appliances or you will be sitting on the market for a while.

My first thoughts are:-No exposed wood or painted surfaces on the exterior-Coax cable outlets in every bedroom and living area-LVT in the common areas and wet areas-Concrete porch and patio instead of using a wood deck-Upgraded toilets with large flush valves and high quality internals-No bifold closet doors-Basic cabinets and countertops-A step up from Contractor grade for faucets -Solid wood interior steps instead of carpetedWhat am I forgetting?

I will need to put approximately $20-25k into it for good rentable condition, (new rental worthy floors, paint, appliances, countertops, refinish cabinets, vanities, toilets).I think the house will rent for $2500/month.  4 bed 2.5 bathThe numbers are as follows: Current condition appraised (once we fix the inspection items which we'll want to do whether we rent or sell it) at $250,000; $110,000 is owed on the mortgage. 

It will be getting new kitchen and bath cabinets.
