Here we use interconnected {smoke, CO, etc}, hardwired (w/ battery backup) detectors in all our units {hardwired is a code requirement, it just makes sense to install interconnected units with battery backup}.In a rooming house you will most likely be required to have a full alarm system with hardwired detectors, pull stations, and emergency lighting.

We were without electricity for four days and that doesn't sound like a lot until you realize no ATM machine works, no grocery store cash register works, no gasoline station can pump gas out of the ground, etc. etc. etc.
